that Madras Elementary Education Act of 1920 allowed local authorities to impose an educational process in the land or property taxes for the advancement of primary education. In1920 primary education was taken from district boards and Taluk Boards and entrusted to the municipalities and the power to grant recognition to help primary schools was transferred from the Department of Education to the District Education Councils. In 1934 the Taluk Boards were abolished and the administration of primary schools was given back to the District Boards.
